Operation Toofan
Following the success of the first phase of 'Operation Toofan'—the Kerala Police's anti-narcotics initiative—a second phase has been devised to further intensify the fight against drugs. The objective is to ensure demand reduction alongside strict law enforcement, while also focusing on early intervention, treatment, and rehabilitation.
Key Objectives and Strategies:
1. Ward-level Vigilance System: Transforming the state's 20,999 wards into primary community hubs for anti-drug activities.

2. Comprehensive Rehabilitation: Reintegrating individuals struggling with substance abuse into the mainstream by providing counseling and de-addiction services, rather than treating them as criminals.

3. Secure Information Gathering (Intelligence Crowdsourcing): Utilizing toll-free numbers, WhatsApp helplines, and QR codes to enable the public to confidentially report information regarding drug sales to the police.
4. Youth and Student Participation: Students are engaged through school/college protection groups and 'Thoofan' anti-drug clubs.

5. 12-Month Action Plan: Continuous activities comprising special Grama Sabhas, Kudumbashree home visits, awareness classes, and sports and arts competitions.
As part of the 'Thufan' awareness initiative organized jointly by the Kidangoor Grama Panchayat and the Kidangoor Police Station, the 'Thufan' flag was hoisted and 'Warriors' badges were distributed at the Panchayat Hall on September 28, 2026, at 11:00 AM.
